Zheng Guoguang, Secretary-General of the National Disaster Reduction Committee and Director of the Office of the First National Comprehensive Risk Survey of Natural Disasters in the State Council, said that the comprehensive risk survey of natural disasters is to focus on natural disasters, highlight disaster risks, emphasize integration, and fall into the survey, with the aim of improving the comprehensive ability of the whole society to prevent natural disaster risks.
The work of this general survey has four characteristics.
First, comprehensiveness, that is, multi-hazard species synthesis, disaster-causing factors and disaster-bearing bodies investigation synthesis, investigation and risk assessment zoning synthesis, etc. Multi-disaster body synthesis is to comprehensively investigate the disaster-causing factors of six major disasters, such as earthquake disaster, geological disaster, meteorological disaster, flood and drought disaster, marine disaster and forest and grassland fire. The synthesis of disaster-causing factors and disaster-bearing bodies is the level of synchronous investigation and data fusion of disaster-causing factors and disaster-bearing bodies, so as to scientifically evaluate and understand the comprehensive risk of natural disasters; Investigation and risk assessment zoning are integrated, with investigation as a foundation and evaluation and zoning as a key point. Based on the investigation results, risk assessment and zoning of single disaster species are carried out by departments. On this basis, the comprehensive risk assessment and zoning of multi-disaster species are carried out, and suggestions for the prevention and control of natural disasters are put forward.
The second is synergy, that is, departmental collaboration, up-and-down collaboration, management and technology collaboration. With the cooperation of departments, 19 departments and units at the national level participated in the survey, and the departments simultaneously promoted, interconnected and shared data to avoid the "barrel effect". If one department is backward, it may affect the progress of the whole census. Therefore, overall coordination is very important and is also the characteristic of this time. In addition, the coordination between the upper and lower levels, because this survey involves the national, provincial, municipal and county levels, and some villages and towns (villages) need to participate, so it is also very important to achieve the coordination between the upper and lower levels with clear responsibilities, consistent goals and orderly connection. Management and technical cooperation, this census organization and management and technical support are the "two wings" of the census, so that the census work system and technical system can be connected with each other, and managers and technical experts can work together to form a census work pattern in which management and technology support, complement and promote each other.
Third, it is scientific, organizing experts from various industries to study together and compiling 48 technical specifications for investigation. These specifications not only consider the technical specifications and business requirements of the industry, but also ensure the scientificity, operability and continuity of the investigation. According to the unified technical system and the corresponding risk levels of various disasters, a unified census scheduling platform is established, a unified survey base map is prepared, and a unified mapping software is issued to ensure the sharing of survey data and results among industries, so as to achieve "one map" display. A national and provincial census technical group from various departments and fields has been set up to be responsible for the technical review and check of census survey and data results. A "one list and two methods" for quality inspection and submission of survey data was established, and the quality control system of survey data was improved step by step to ensure the reliability of survey data.
Fourth, it is applicable, insisting on "general survey, application and effectiveness", promoting the application of survey data as a key task, continuously promoting the wide application of survey data by various localities and departments, and applying survey data to risk assessment and zoning in a timely manner.
