Adhere to the problem-oriented and then lead.Leading the "research direction" with "problem orientation" is a consistent fine tradition of our party. Each team member of the Education Working Committee of the Provincial Party Committee and the Provincial Education Department took the lead in conducting special research on 16 key issues, including the top-level design of building a strong education province, the balanced development of compulsory education, the optimization of vocational education type positioning, and the connotation development of higher education. According to the preliminary investigation, Hunan has certain foundation and advantages in building a strong education province, but there is still a big gap compared with the target requirements of advanced provinces and strong education provinces. For example, the problem of insufficient imbalance in education development is mainly reflected in the large gap in education level between regions, and the phenomenon of "crowded cities and weak villages" and the large gap between schools is still outstanding. For example, the sharp changes in the school-age population will lead to a more prominent contradiction between the scale of higher education and high school education and the supply of resources, and the scale of pre-school education and compulsory education will drop sharply. However, some schools in some places are not forward-looking enough in the layout and development of education. For example, some schools in some places have problems such as imperfect talent training system, low quality, poor discipline and specialty structure, weak supporting service ability, insufficient teachers and investment, and backward basic guarantee. The education system of the whole province should carry out a large-scale investigation to accelerate the construction of a strong education province, strengthen the awareness of problems, dare to face up to and be good at discovering the outstanding performance of the above-mentioned problems in local schools, take solving problems as the fundamental purpose, truly find out the situation, identify the problems, put forward the countermeasures, and promote the progress of education and serve the high-quality development in the solution of one problem after another.
Adhere to the satisfaction of the masses and re-examine.Accelerating the construction of a strong education province is ultimately to run a satisfactory education for the people. We must firmly grasp the correct direction and source of strength of large-scale research, stand firm on the people’s stand and follow the mass line. Facing the new orientation and vision of accelerating the construction of a strong education province, the survey found that the educational needs of the people showed some new characteristics. For example, the problems of "having a garden" and "having a school" that people were most concerned about before have been basically solved, but the desire to "enter a good garden", "study hard" and "have a good career" has become stronger; After the "double reduction", parents are more willing to develop quality education, the quality of after-school service supply and meet the individualized development needs of students; With the development of urbanization, changes in population and social structure, people’s expectations for urban and rural education layout structure and resource allocation, vocational education, continuing education, old-age education and other educational services that run through people’s life cycle are stronger, and so on. In view of these new features, the province’s education system should adopt the "four noes and two straights" approach, and go to places and schools where there are many difficulties, teachers and students have concentrated opinions, and the work can’t be started. They should observe the people’s feelings, teach their feelings, dissect sparrows, do real research and research, and refrain from formalism and bureaucracy. They should promptly answer questions, dispel doubts and respond to demands about educational problems that the masses are concerned about, so as to enhance people’s education and people’s livelihood well-being.
Insist on seeking truth from facts and innovate again.Investigation and research must adhere to the most basic ideological line of our party, seeking truth from facts, proceeding from reality in everything, integrating theory with practice, and then seeking new and innovative ideas. The Education Working Committee of the Provincial Party Committee and the Provincial Department of Education comprehensively use various research methods, fully rely on education statistics, global compulsory education quality monitoring, student psychological screening and other means, pay attention to speaking with data and facts, improve the scientificity and effectiveness of the large-scale research on accelerating the construction of a strong education province, form a number of quality and weighty research results, and innovatively launch the "two peaks experience" for the high-quality development of county compulsory education and the "seven ones" initiative for mental health in primary and secondary schools.
