Opinions on strengthening and improving the construction of teachers’ morality and style in the new era
In order to conscientiously implement the "Implementation Outline of Citizen Moral Construction in the New Era", further promote the implementation of the "Opinions of the Central Committee of the Communist Party of China and the State Council on Comprehensively Deepening the Reform of Teachers’ Team Construction in the New Era", and comprehensively improve teachers’ ideological and political quality and professional ethics, we now put forward the following opinions on strengthening and improving the construction of teachers’ morality and style in the new era.
First, the overall requirements for strengthening the construction of teachers’ morality and style
1. Guiding ideology. Guided by the Supreme Leader’s Socialism with Chinese characteristics Thought in the New Era, we should thoroughly study and implement the important exposition of the Supreme Leader’s General Secretary on education and the spirit of the National Education Conference, regard the effectiveness of moral education as the fundamental criterion for testing all the work of the school, regard teachers’ morality and style as the first criterion for evaluating the quality of the teaching staff, run the socialist core values through the whole process of building teachers’ morality and style, strictly regulate the system, strengthen daily education supervision, and increase the protection of teachers’ rights and interests. Advocate the whole society to respect teachers and attach importance to teaching, encourage teachers to strive to become "four haves" good teachers, and strive to cultivate socialist builders and successors with all-round development in morality, intelligence, physique and beauty.
2. Basic principles

3. Overall goal. After about five years of hard work, a complete system of building teachers’ morality and style and an effective long-term mechanism for building teachers’ morality and style have been basically established. Teachers’ ideological and political quality and professional ethics have been improved in an all-round way, and teachers’ dedication to learning and respect for morality and beauty have taken on a new look. Second, comprehensively strengthen the ideological and political work of teachers.
4. Insist on casting souls with thoughts, and arm teachers’ minds with Socialism with Chinese characteristics Thought of the Supreme Leader in the New Era. 5. Adhere to the value orientation and guide teachers to take the lead in practicing socialist core values. Integrating socialist core values into the whole process of education and teaching is reflected in all aspects of school management and campus culture construction, which further condenses the ideological consensus of teachers and students and makes it a common value pursuit. Carry forward Chinese excellent traditional culture, revolutionary culture and advanced socialist culture, cultivate scientific and technological innovation culture, and give full play to the function of culture to cultivate teachers’ morality and style. Teaching by example is more important than teaching by words, guiding teachers to carry out social practice, deeply understanding the world situation, party situation, national situation, social situation and people’s feelings, and strengthening the responsibility of educating the country and educating the people. Improve the teacher volunteer service system, encourage and support teachers to participate in volunteer service activities, and cultivate educational feelings in the practice of serving the society. 7. Highlight classroom moral education and improve teachers’ morality in education and teaching. Formulate the outline of teachers’ rule of law education, and incorporate the rule of law education into all kinds of teacher training systems at all levels. Strengthen discipline construction, comprehensively sort out teachers’ discipline requirements in classroom teaching, caring for students, teacher-student relationship, academic research, social activities, etc., improve the standardized system according to laws and regulations, and carry out systematic and normalized publicity and education. Strengthen warning education, guide teachers to be self-respecting, self-reflective, self-vigilant and self-motivated at all times, and stick to the bottom line of teachers’ morality.
Four, the requirements of the construction of teachers’ morality and style run through the whole process of teacher management.
10. Strictly recruit and introduce teachers. Standardize the identification of teachers’ qualification applications, improve the system of teacher recruitment and introduction, conduct strict ideological, political and professional ethics inspection, give full play to the leading and checking role of party organizations, establish scientific and complete standards and procedures, and resolutely avoid the tendency of only grades, diplomas, professional titles, papers and hats in teacher recruitment and introduction. 11. Strict assessment, implement the first standard of teachers’ morality. 12. Strictly supervise teachers’ morality and establish a pluralistic supervision system. Establish and share relevant illegal information database, improve the system of teachers’ entry inquiry and the system of restricting illegal and criminal personnel from teaching.
Five, focus on creating an atmosphere of respecting teachers and valuing education in the whole society.
14. Strengthen status promotion and stimulate teachers’ work enthusiasm. Representatives of outstanding teachers are invited to participate in important festival days in various places. 15. Strengthen the protection of rights and safeguard the professional dignity of teachers. Safeguard teachers’ professional rights to teach according to law, promote the improvement of relevant laws and regulations, clarify the legitimate authority of teachers to educate and manage students, and study and introduce measures for teachers’ disciplinary power. Schools and relevant departments shall ensure that teachers perform their educational duties according to law, and teachers shall not be liable for accidental injuries to students without fault. Teachers’ dignity is inviolable. If students, parents and their relatives insult, abuse or physically infringe on teachers because of their performance of duties, or slander or maliciously speculate on teachers through the Internet, the relevant departments should attach great importance to it and deal with it strictly, and if it constitutes an illegal crime, the corresponding responsibilities shall be investigated according to law. Schools and education departments should provide necessary legal and other support for teachers to safeguard their legitimate rights and interests.
16. Strengthen the education of respecting teachers and cultivate campus teacher culture. Strengthen the education of respecting teachers from kindergarten, and accelerate the formation of a culture of respecting teachers and attaching importance to education that continues China’s excellent tradition and conforms to the spirit of the times. Promote the culture of respecting teachers into textbooks, classrooms and campuses, and infiltrate the concept of respecting teachers into the value system of students through the first lesson of respecting teachers and the theme month of respecting teachers in September. Conditional places and schools can co-ordinate relevant resources according to the actual situation, arrange frontline teachers, especially long-term teachers, to recuperate according to local conditions, and focus on qualified class teachers and rural teachers. Do a good job of teachers’ retirement, respect retired teachers, and carry forward the fashion of respecting teachers. Establish and improve the staff congress system to ensure the democratic rights of teachers to participate in school decision-making. Strengthen family education, improve the home-school contact system, guide parents to respect school education arrangements, respect teachers’ creativity, and cooperate with schools to do a good job in students’ learning and education.
17. Strengthen the linkage between all parties and create an atmosphere of respecting teachers and valuing education. Strengthen the creation of film and television literary works that show the teachers’ style in the new era, make good use of new media forms such as Weibo, WeChat, micro-video and micro-movie, convey the positive energy of teachers, and let the whole society widely understand the importance and particularity of teachers’ work. Support and encourage industry enterprises to "give priority to teachers" when providing services to the public. Encourage libraries, museums, science and technology museums, stadiums, historical and cultural sites and revolutionary memorial halls (places) to give preferential treatment to teachers. 18. Strengthen job security and strengthen the implementation of responsibilities.
