On February 14th, the Supreme Leader proposed at the 12th meeting of the Central Committee for Comprehensively Deepening Reform that the public health service system should be improved, the investment structure of medical and health resources should be optimized, the capacity building of prevention and control in rural areas and communities should be strengthened, and the first line of defense should be well woven.

As early as February 10th, when the Supreme Leader was in Beijing to investigate and guide the prevention and control of COVID-19 epidemic, he affirmed the practice of "two full coverage" in Anhuali Community of Anzhen Street in Chaoyang District. "Holding the defense line of the community can effectively cut off the channels for the spread of the epidemic." He also demanded that the whole country should give full play to the role of the community in preventing and controlling the epidemic, sink the prevention and control forces to the community, and strengthen the implementation of various prevention and control measures in the community, so as to make all communities a strong fortress for preventing and controlling the epidemic.

On January 29th, Xueyuan Road Street, Haidian District, Beijing hired professional staff to disinfect key areas in the community.

On February 23, the deployment meeting of COVID-19 epidemic prevention and control and economic and social development was held in Beijing. The supreme leader hit the floor: "You will never say success without winning the whole game!" He further put forward seven work requirements. The first point includes tightly grasping the two keys of urban and rural community prevention and control and patient treatment, greatly enriching the grassroots, especially the community, implementing strict grid management, and never leaving any dead ends and gaps.
